~ seats reserved ~ vacant

The most basic of rules is to keep the special seats reserved for the elderly vacant.

I have two questions with the sentence above.

1. Is the most basic rule ~ also acceptable?

1.1 If so what is the difference between 'The most basic of rules' and the most basic rule?

1.2 Is it something to do with most of the student VS most students?

2. I don't understand clearly why 'vacant' is used. ('reserved' comes in the sentence, then why vacant again?)
