Seating or Sitting

Please tell me the difference in meaning here.........

Sitting / Seating arrangement for the examination has been done in the Library hall.

Seating arrangement would describe the overall plan for accomodating the approximate number of students expected.

A sitting arrangement might describe some unusual feature about the chairs - eg., you're gonna sit on the ground - or you're supposed to bring your own personal whoopee cushion.

i thought seat is a noun and thus cannot be converted into "seating" as a verb - on the other hand - sit being a verb can be easily made into "sitting". however now i see that "seating arrangement" is the correct form. but can anyone explain why it should be so?????
