Seasonal deals/specials

Most hotels in the United States have websites wehre you can learn about seasonal deals being offered. Some specials may offer discounts, while others may include exclusive amenities that make the room a better value for its price.

Hi,

Are "deals" and "specials" in the above synonymous? Thanks.

I think these two words are used together in the field of Tourism, and I have heard the term " Hotel deals and specials " quite often. According to the context, they seem to me as synonymous, such as saying " offers " But i am not quite sure about that in general, I wait for someone to confirm [:^)]
