HiAshes not used in spells are often buried in isolated places, not only out of respect to the old fire deities but also to seal any spells with which they may have been involved.Does "seal" mean here to "stop"?thanks

Yes, it could mean that. You seal a package so that the contents cannot get out. In a similar way you bury the ashes so that they cannot get out, so you are sealing the spells associated with those ashes. I guess you could say that that stops the spells, if that's the belief of the people who cast these spells.

On the other hand, maybe they believed that sealing the spell (by burying the ashes) would ensure that the spell would continue working. In that case, seal would not mean stop. It would mean something like preserve forever. Maybe something else in the text will help you interpret this better for yourself.

Note that there's something illogical in the sentence, however. It's about ashes that were not used in spells. And the ashes were buried to seal spells that they were associated with. How can they have been associated with any spells if they were ashes that were not used in spells? Strange sentence.
