Sea rough or sea was rough

Hello everyone,

Could you please tell me if the phrase "sea rough" correctly used in the following sentence?

- However, the shore was very rocky and the sea rough, so I could not risk trying to get ashore.

Or must it be "sea was rough"?

Regards,

JA
