Scurrying for Cover

Title : Fatwa sends Shoaib Scurrying for Cover
AMID hectic wedding preparations, Pakistani cricketer Shoaib Malik has moved out of Sania Mirza's house, though his family members are still staying at her place.
The development came in the midst of a fatwa being issued by the Sunni Ulema Board, which has objected to the bride and the groom staying in the same house before marriage and freely mingling with each other.
"Islam permits a man and woman to see each other only once before marriage and it does not allow them to live together and indulge in this sort of activity before mar riage," said Moulana Haseebul Hasan Siddiqui, a religious scholar.

Please explain to me the emboldened parts.

Though I know "scurry" means "to move quickly"

You are right about "scurry". In this expression, "cover" means "a safe or protected place" (in this case a place where the fatwa-issuers will, hopefully, not be able to find him).
