scramble/vie to do something

Hello,
What's the difference between: "The largest companies are vying/scrambling to employ skilled workers"? The dictionary definitions give the the idea that "scramble" is a little stronger, but this may not be the case.

I see no connection.

'Vie' = compete
'Scramble' = rush

scrambing hurrying in a disorganized manner

vying the companies are competing to hire these workers

Cambridge dictionary also defines scramble as: "to compete with other people for something there's little of". This definition, however, is not present in the AE section of the site. The definition above's the only reason I thought they could be similar.
