A four-member team of Indian investigators arrived in the US on Monday to question Mumbai terror scout David Headley aka Daood Gilani on the eve of a major strategic dialogue between Washington and New Delhi ostensibly aimed at strengthening ties, despite mutual misgivings in critical areas. Grand diplomatic pronouncements aside, just how much the two sides are struggling to be on the same page in matters of security is evident in the Headley episode where the US has allowed India access to the LeT scout after months of wrangling.
