Just few rice is left in the dish. Please scoop it completely with the ladle and eat them.

Based on my experience, it would be rare to use the verb "to scoop" in connection with liquids.
As you probably know, "scoop" is also a noun, describing an implement we use for scooping.
Scoops are often used for measuring, as well as for moving material from one place to another - "two scoops of ice cream, please!" - "There are three scoops of raisins in every box of Raisin Bran."

You can scoop with any kind of an implement, including your hand. "Scooping" refers to the type of movement employed in moving the material to be scooped.
I'm not saying that scooping liquid is impossible, by any means. You can cup your hand, and scoop up some water from a stream, and drink it out of your hand.
When you use a ladle to move the liquid, we usually call the process "ladling." He ladled some soup from the pot into his bowl, with a ladle.
That is, you can scoop with a scoop and ladle with a ladle. These are two different kinds of motion.
