Hi, in a sentence

As part of modernization of the accelerator, it is planned to create a next-generation YYY separator.

1) Is it correct "as part of modernization..." . Can I say "within modernization project"?

2) Can I say "create" here, not development?

3) Do I need an indefinite or definite article prior to the separator's name (if I mention it for the first time)?
