PROPOSAL FOR LACK OF INFRASTRUCTURES IN COASTAL TOWN

Elwin Research Consultant is pleased to submit the following proposal outlining our plan for investigations of a serious shortage of places of learners in coastal town due to lack of infrastructures and suggestions on how these problems are to be dealt with.

1. Background and purpose

I do understand that there are numbers of children who have missed valuable educational opportunities because they did not get a place in grade one or were in a public school, but parents moved to SwakOpmund and missed a place for their kids. There is serious shortage of places due to lack of infrastructure in the coastal Town resulted in a numerous children who should be in school being found in streets. The investigation shows that there is a possibility of adding two extra classrooms and other facilities to keep these children in school.

Almost 30 % of children in the street due to lack of infrastructure, most say they should rather be in school depending on the availability of places. There should be two classrooms, one for basic learners and the other for students from public schools. 30 parents are very happy with the proposal and they say Private schools are too expensive and they can't afford to pay school fees.

2. Proposed plan



The qualified 2 teachers should apply and approved by the school board members, there should be accommodation for 30 students 15 students in each classroom. There should a neat toilet, running water, and health Inspectors should monitor the environment and education facilities.



3. Staffing

Elwin Research Consultants is a locally recognized, I experienced research-consulting firm specializing in personnel investigation. I assigned our Personal officer Mr Elwin Iihelele

In the proposal I propose two teachers at least with diploma in education grade 10 -12 categories are qualified to teach those learners. Our non-organisation is a local recognized, experienced research specializing in dealing with school projects in swakopmund and we assure the ministry of education authorities that our research has been a recognizable. Mr elwin has a diploma in Public relations and has experience of five years.

5. Authorisation

Elwin's convinced the minister of education that my proposal designed and administered the learners and parents' satisfaction will enhance your practice. Elwin's Research can have a specific result for you by 18 April 2011 if you sign the enclosed duplicate copy of this letter and return it to Elwin with a retainer of N$ 80 000. The prices in this offer are in effect only until 30 June 2011.
