School enrolment vs school enrolments

The new kindergarten, with nine class rooms, safe drinking water, and sanitation facilities is expected to help improve access to pre-school education and facilitate school enrolments in the commune.

I think "enrolment" should be used as uncountable noun here. Therefore, it should be "school enrolment" not "school enrolments".

No. I find either form acceptable. To me, the plural suggests multiple occurrences over multiple years.
