Scholarship Letter

Hi, I'm writing a scholarship letter and I'd like to know how to address the letter if I do not know who will be reading the letter. Do I use "To Whom It May Concern?"

hello;there is no short expresions in the formal letters like (i'd like) it's inexeptible (i would like) in the formal letters,thank you
