Scathing commentary

With Headley's lawyer and the FBI officer sitting there all the time, will Indian investigators be able to question him properly? No. Headley will just give proforma replies and these would have been rehearsed with his lawyer. Of what use would they be? Will we be able to prosecute him in India? If we decide to do so, will the US extradite him to India?" security expert B Raman asked in a scathing commentary on eve of the talks/questioning.

Please explain to me the emboldened parts.
Though I know "scathing" generally means "criticising" and "commentary" is the commentary that we hear in sports.

Hi,

. . . be able to question him properly?

I wonder what the word 'properly' means here. It's quite a subjective term, ie it can mean different things to different people.
