Saying something/with all that/should have known better

A certain guy went to meet with the president. He told him that he worked for some government people and then, when they found he was useless for them, they wanted to kill him. After their conversation the president said:
You've put me in a difficult position. Probably the most agonizingly difficult spot I've ever been in, and that's saying something for a two-term president. And yet with all that, I don't think it approaches the pain that you've suffered at the hands of a country that should have known better.
1. Does it mean "and it means a lot for someone who is a president for the second time"?
2. Does "with all that" mean "taking all this into account"? But what does it refer to? To the fact that he put a president in a difficult position?
3. Does it mean: I don't think it can soothe that pain that you suffered because of your country that should have been more careful???

Clive 3. Does it mean: I don't think it can soothe that pain that you suffered because of your country that should have been more careful??? No. The degree of the difficulty is not as great as the degree of the pain that you have sufered because OF YOUR COUNTRY THAT SHOULD HAVE BEEN MORE CAREFUL OR BECAUSE OF YOUR COUNTRY WHICH SHOULDN'T HAVE DONE WHAT IT HAS DONE. . .
