Say vs speak

Hi,

' The music is so loud I cant' hear what he's speaking/saying.'
Can both 'speaking/saying' be used in this context?

The verb 'say' can take an object In this case, he is saying 'something' (that you can't hear).

The verb 'speak' does not take a object. [ except where the object is a language (He speaks English) and in some unusual cases. ]

That's why, in broad terms, you can say He said '
