Say to someone to do something

1. Say someone to do somthing = incorrect
2. Tell someone to do something = correct
3. Say to someone to do something = ?

Hello,
I know that 1 is incorrect and 2 is correct but I'm not sure about number 3.
Is it correct or incorrect?
For example:
Say to Jennifer to close the door.

Is number 3 used in English or not?
