Say one thing

- I hate people who do one thing and see another.

- Are "I hate people who say one thing and do another" and the sentence above interchangeable?

Well, the first sentence must read 'say', not 'see'-- then the meanings are the same. However, the effect of the utterance is much stronger and more normal in the second sentence.
