You could substitute 'bemoan' or 'lament' or maybe even 'mourn'.

I take it as a prayer for the dead. Metaphorically the energy and the forests are seen as dead in this description, though literally we'd say they are 'used up', 'consumed'.

Keeping the metaphor, you could substitute "have a requiem mass for" (Catholicism)
