You need the base/infinitive form of the verb there.
OK, so why didn't you use it?
For example: I never h
I just think of one reason why you said "say" and not "to say", nor "says".
I think we have two choices:
1- I never hear anyone saying this.
2- I never hear anyone say this.
The former to mean you will (not) be at the process or middle
You meant the first idea, yes?
And "hear" is not like "make", "let" and "help" in functioning.
