Saw/had seen last night

#1 Vartika wears spectacles and so she was unable to recognize the actor she saw/had seen last night.

Which one is correct here? As it talks about specific time "last night", I think it should be past tense here. But here two past action, one completed before second (first action: had seen last night & second action:was unable to recognize) . So it could also be past perfect here.
