1. You must be saving up to emigrate to America.

2. You must be saving to emigrate to America.

What is difference between "saving up" and "saving" in this context?

Are both (1) and (2) convey the same meaning?

They convey the same meaning.
Saving up is mainly used to describe saving for a purpose.
I'm saving up for a new car.
Saving may be a general matter of building up one's bank balance.
I would be more likely to use saving up here.
