Satisfied

Hi, I cannot understand one sentence about who or what is satisfied, maybe it would be easier for a native speaker. It is from an Australian Divorce Order:

"THE COURT FINDS:

1 The marriage is proved.

2 ...

3 The ground for the application for a divorce order - namely that the marriage has broken down irretrievably - is proved.

THE COURT, BY ODER, DECLARES THAT IT IS SATISFIED:

1 There is/are no children of the marriage to whom Section 55A(3) of the Act applies"

And another question is, what "BY ORDER" means, is the court ordered by somebody to declare or is it satisfied by this Divorce Order. As for me, it is pretty confusing.
