[SAT] nevertheless vs however question

Dear All,

May I ask you for help regarding this sentence?

Without sea otters, nevertheless, kepl forest run the danger of becoming barren...

The book says that nevertheless should be replaced with however. Can anyone shed some light on why it's supposed to be like that? Does it have sth to do with punctuation?

I wonder why they call it a "Guidebook" then, considering that it doesn't explain the answers!
