SAT Grammar Questions!

Hi everyone, I'm new to this forum. I hope I can clarify some of my doubts about grammar while I am preparing for the SATs. While I was working through the grammer workbook by Barron's, I came across some questions! I have a list of questions but can someone please help me clarify them? I greatly appreciate your help!

1. Don tells the class repeatedly that at one time New York was the capital of the United States.
My instinct tells me that the sentence is correct. But the answer states that the underlined part should be "had been". Why?

2. The aircraft controller expects to have spotted the plane on radar before dusk last night.
I put down "expected" as my answer. But the correct response should be "had expected". Why?

3. Greta does so well in her practice runs that she had decided to train for the New York marathon.
I put down "decides" as my answer but the answer sheet writes "has decided". Why?

4. None of us knows what the outcome will be.
Should the answer be "knows" or "know"?
Since the pronoun is indefinite, should it take reference to "us"?

5. When to use will be going vs is going? What is the difference between the meanings of these two sentences?
On second thought, either Brian or you are going to be the lead in the play.
On second thought, either Brian or you will be going to be the lead in the play.

6. Which sentence below is correct? Why?
Of the two sisters, Janie swims quicker but Marnie dives better.
Of the two sisters, Janie swims more quickly but Marnie dives better.

7. Why is the correct edition to the underlined portion response (a) but not response (b)?
Galileo, the first astronomer to accurately describe the solar system, doing so against the teachings of the church.
a. Galileo was the first astronomer to accurately describe the solar system, doing so against the teachings of the church. b. Galileo was the first astronomer to have accurately described the solar system, and who did so against the teachers of the church.

My instinct tells me that the sentence is correct. But the answer states that the underlined part should be "had been". Why?--You have given us no underlined part. However, if it is 'was', then 'was' is fine. I am disappointed at Barron's.

2. had expected is corrected because it shows that he expected before some specific time i.e "the dusk last night"
3. "has decided" is correct because does is the present form. for example, replace Greta with "I".. the sentence then will be something like "I do so well... that i have decided to..."
