Could anyone tell me which of the options is incorrect and why? 
Pluto is [A] any longer considered a planet because a fully-fledged planet is large enough to [C] have become round due to the force of its own gravity and has to dominate the [D] neighbourhood.

There are a couple of problems with this sentence but I put that down to your typing. Pluto is no longer is what the sentence should read. A negative is required here.

Incidentally, it's "full-fledged", not "fully-fledged", which is not a word.
