Same tense in the same sentence?

I've been taught that in the same sentence, the same tense should apply, but for example -

'Dr Chan emphasised that the objective of the Consortium is to serve as a united force in industry'

Is the is correct? It indicates that the objective still exists even though the speaker spoke in the past.

Hi, I've been taught that in the same sentence, the same tense should apply, If that's all there is to the rule, I don't agree at all. eg He told me that he will arrive tomorrow. eg He will graduate in 2008 but he started in 2004.
