Same object pronoun?

Hi. Please help. Are they the same object pronoun? I think for the second sentence, we can use either the word "who" or "whom" depending on whether we are using it in a formal or informal sense.

1. He wonders who she is.

2. He didn't know who (or whom) she was talking to.
