Same meaning?

1. No atmosphere filters the sun's rays and so temperatures on the moon are extreme.

2. There is no atmosphere to filter the sun's rays and so temperatures on the moon are extreme.

Do they have the same meaning? And I'd like to know which sentence is acceptable?
