Same effect by creating

Hi teachers,

1. You should thank me by giving you an update.

2. The problem is that failing to do (raising taxes and cutting spending) so might have the same effect by creating a financial crisis.

For #1, I understand that because you gave me an update I should thank you. But for #2, I could not understand it well with "by". Would you teach me?
