Same adj. but two different pitchs

Hello,I have a naive idea about pitch of the adj.e.g. 1.in stupid person / idea, the pitch of the stupid is heigher than the below, because the person is attributed to it. 2. In stupid remarks / drawer, the pitch of the stupid is lower because the remarks is annoying and cause for annoying men. Is this rule suitable for all of the adj?Thank you for your help.
