Salutation in business writing

What is the salutation used when there is a single addressee and thru several persons? Is is sir or sirs? thank you.

I still don't know what 'thru' means here. Does it just mean all these other people receive a copy of the letter? If so, this is normally dealt with by adding a 'cc' list at the end of the letter, following the signature.
