Is usage of "To Whom It May Concern" still appropriate when one does not know whom to address a letter?

Hi, No. It's only real usage is on the relatively rare occasions when you write a generalized letters of reference for someone. If you want to write eg to a specific company, but you do not know the person's name, say Dear Sir or Dear Sir or Madam Best wishes, Clive
