Said/indirect speech

If the reporting verb (i.e. said) is in the past, the reported clause will be in a past form. This form is usually one step back into the past from the original.- Grammar website.

But you guys have said that I don't always have to follow such rule.

For example:

He said that he is coming.... but the rule above says that if the reporting verb is in the past the whole sentence has to be in the past tense. Please clarify. Thank you.

No, because it is wrong. Many 'grammar websites' are.
