Said to be

Hello,

I am confused about the structure of the sentence having " said to be clause" i.e

Two polygons are said to be similar to each other if their corresponding angles are equal.

What does "said to be" mean?

I know that the above sentence is in passive form.

What would be the active form of the above?

Can I write it as

2. Two polygons are similar to each other if ..........

Thanks.
