Safer culture vs safe culture , building on

"This strategy describes how the NHS will continuously improve patient safety, building on the foundations of a safer culture and safer systems."

What is the grammatical form and function of "building on the foundations of a safer culture and safer systems"?

Is "safer" an adjective in "safer culture "?

Why can't we say "safe culture" instead of "safer culture" in my example?

Thank you!
