Safe and secure / on to

"you're supposed to keep it safe 'n secure 'till you pass it on to your local Borneo branch head..."

1)Safe 'n secure is obviously a succession of words of similar meaning. Does the succession function as an effect to intensify the meaning in comparison with the case of safe or secure only?

2)Are there any differences between

a)you pass it to your local...

b)you pass it on to your local...
