Sad but true meaning ?

My question: What does "sad but true" means ? I often hear people using it when a situation or thing they like is not going their way.

Exactly what it says. Sad - they are not happy about it but true - it is based on fact. Violent crime is on the increase.

Sad - they are not happy about it

but true - it is based on fact.

Violent crime is on the increase. Sad but true!
