"s"

This "s" is always so confusing for ESL.

Do I say: "The approaches adopted by the US and Europe and different.", OR

"The approach adopted by the US and Europe is different"

I M TALKING ONLY ONE APPROACH HERE...like one approah by the US and one approah by Europe, so which is is more correct?
