Rush down

“He rushed down the hall to receive his guests”
Is "down" a preposition or part of the phrasal verb (connected more to the verb rush) here? How do we decide or confirm its grammatical form and function in the context? Thanks

He rushed down/up/along/across/out of/etc the hall.. Changing the 'little words' changes the direction of the rushing but does not change the meaning of the verb. So, the 'little words' are prepositions.
