Running short/out of time

Hello Everyone:

1.We're out of time means that the allotted time has been used.
2. We're running out of time means that we are coming to the end of your allotted time but there is still time if you hurry.
3. We are short of time means that we have insufficient time left.

4. We are running short of time. What does this mean ? How is it different from 2?

I would appreciate it if you would comment.

(2), (3) and (4) all mean roughly the same kind of thing. To me, (2) feels a bit more imminent/urgent than (3). Possibly the imminence/urgency of (4) could be seen as somewhere between the two, but it is not exact.
