Running or ran

On tv, said this, but is it running or ran, on tv they said the first one.
sports

1 He was running across the line as the ball was on its way to the pitcher.
2 He ran across the line as the ball was on its way to the pitcher

Isn't the progressive tense for longer actions, it doesn't take very long to run across a line. Which would you say is best, or would you personally rephrase. Please let me know what you think.
