running late about

Hi teachers,

This person has an appointment at 7:00pm. Then he calls and says: I'm running late about 30 minutes. Does that mean now is 7:30pm and I'm on my way there or does he mean he will arrive at 7:30pm, which will be 30 minutes late?

Thanks for your help. Is it true: when he is calling the person to say he has a 7:00pm appointment, he's actually calling at about 7:00pm to inform a 30 minutes delay?

If his travel time is three hours, he could be calling at 4:30.

You have no idea what time he called. It would be courteous to call prior to the original appointment time.

It's even possible it's 7:25 and he's now a block away and letting you know he'll be there very soon. I would not expect that.

Realistically, it's probably sometime between a couple hours before the
