Running in exalted circles

Hi

I don't have any more context for this sentence as I have taken it from a dictionary. Can you help me understand it please?

She has been running in exalted circles.

Does it mean she has been enjoying good, high-rank posts or does it mean the people she has been hobnobbing with are high-rank officers?

Thanks,

Tom
