Run VS ran

If 'ran' is the past tense of 'run' then why is it that I hear 'run' being used instead of 'ran' in such sentences as:

'A dictatorship is a country which is run by a dictator'

should'nt 'ran' be used in the above sentence?

I think they are actually using the Past participle of the verb RUN Present RUN Past RAN Past P. RUN just like when you say "the book is spoken by Meret" "the country is run by a dictator"

Those are gerunds and present participles. You'd better review past participles.
