'Run' is used more by computer people.

I'd just say 'My computer is slow'.

No, I thought the first part was redundant,

ie a computer doesn't run slowly when it's not on.

I took you to mean that your computer is always slow. Did you possibly mean that it is slow at the time you turn it on, but after you use it for a while it's not slow anymore?
