rule vs regulation vs law

I'm not sure if their comparisons have been made before in any post, if so, I failed to find the post related to this question by the search tool Emotion: sad

So, my question is

Can I say "laws and regulations" or "rules and regulations" or else?

What are the differences among the 3 words?

You can say those phrases, depending on the context. Rules and regulations collocates more frequently, I think, to apply to a body of strictures. Laws tend to refer to legislative acts of states and other larger political entities, where regulations tend to refer to those produced by smaller entities, including private organizations; bylaws are conceptually in between
