Rule out ?

When I use a high lift tint what would be suitable to use as a toner to out rule gold or yellow tones in the hair?

My question is why is "out rule" here, isn't it supposed to be "rule out",or something else I don't know?

if it turns out to be "rule out" ,then why people write sentence like that?
