It does not sound quite native, though I understand it. The usual is 'rough road' or perhaps 'bumpy road'.

Please note the above can also be used to refer to traffic conditions.

That can work, but it connotes a road which is difficult to travel on, not necessarily because of temporary issues with its surface!
e.g.,
Driving up that rugged mountain road in an old 2-wh
