1. The poor children of the rue des Petitis-Pauvres .....

Are the words in capital letter the name of some city? If so, then Why the word "rue des" are in capital letters?

In an English translation we would say: The poor children of Petits-Pauvres Street. We would probably not translate the actual name of the street (Petits-Pauvres).
